摘 要:高新区的创新效率测算对推动落后技术开发区加快创新具有激励作用。剔除环境变量和随机干扰项对创新效率的影响,本文对我国146个国家级高新区的创新效率展开三阶段DEA分析,并以综合效率、纯技术效率、规模效率为指标,建立国家级高新区的SOM神经网络拓扑分类,将国家级高新区按创新效率分为五个梯队,按地区所在分别展开分析。结果显示:剔除环境变量和随机干扰项后,我国高新区的创新综合效率明显增长,纯技术效率显著提高,规模效率有所下降;我国高新区按创新效率可分为领先型、发展型、赶超型、落后型四个层级;高新区创新效率与地区经济水平关联,呈现出自东向西逐层减弱的趋势,创新效率较高的高新区多分布于东部,中西部的高新区创新效率较低,上述情况综合表明我国整体创新效率不高,未来在提升低创新效率高新区方面需施加对策。Measuring the innovation efficiency of high-tech zones has an incentive effect on promoting the innovation of backward technology development zones. Eliminating the influence of environmental variables and random interference items on innovation efficiency,a three-stage DEA analysis of innovation efficiency of all 146 national high-tech zones in China was carried out. Taken comprehensive efficiency,pure technical efficiency and scale efficiency as indicators,a SOM neural network topological classification of national high-tech zones was established,and the national high-tech zones were divided into five echelons according to innovation efficiency with regional analysis. The results show that after eliminating environmental variables and random interference items,the comprehensive innovation efficiency of China’s high-tech zones has increased significantly,the pure technical efficiency has increased significantly,but the scale efficiency has decreased;China’s high-tech zones can be divided into four levels according to the innovation efficiency:leading,developing,catching-up and lagging;the innovation efficiency of high-tech zones is related to the regional economic level with a gradual decline from east to west. The trend is that the high-tech zones with higher innovation efficiency are mostly distributed in the east,while the high-tech zones in the central and western regions have lower innovation efficiency,which indicates the reality of low innovation efficiency in China as a whole. In the future,countermeasures should be taken to improve the low innovation efficiency in high-tech zones.
