基于乡村振兴视域的农村居民点整治经验总结与启示

摘　　要：乡村振兴是乡村系统内部多种要素的协调耦合和共生共荣,居民点作为乡村地域系统的有机组成部分,其空间布局与调整对于乡村振兴具有重大意义。在当前乡村振兴的背景下,完善城乡布局结构显得尤为重要,在推进和完善城乡统一规划的基础上,通盘考虑城镇和乡村的发展,科学安排县域村庄布局和规划,对零散的居民点进行综合整治,以镇带村、以村促镇,推动镇村联动发展。该文首先阐述了农村居民点的现实意义和概念;结合现有文献资料,分析了农村居民点的整治模式;结合乡村振兴战略,对乡村居民点类型了分类;并借鉴国外村庄整治经验和国内地方居民点典型,对地方农村居民点整治进行了总结。今后在实现乡村振兴的过程中,需要进一步完善相关的法律法规,综合运用管理措施,充分发挥村民的意见和因地制宜的理念,积极发展乡村旅游产业。Rural revitalization is the coordinated coupling and co-prosperity of vaious elements in the system.As an organic part of the rural regional system,the spatial layout and adjustment of residential areas are of great significance for rural revitalization.Under the background of the current rural revitalization,the perfect layout structure between urban and rural areas is particularly important in advance and improve the urban and rural areas,on the basis of unified planning,overall consideration of urban and rural development,the county village layout and planning,scientific arrangements for scattered settlements for comprehensive improvement,promoting the town,with the village in town village,promoting the development of county-rural linkage.This paper expatiates the practical significance of the rural residential areas and concepts,combined with the existing literature data,through the analysis of rural residential renovation pattern,combined with the country revitalization strategy,classification of rural residential type recognition,and using the experience of foreign village renovation and domestic place typical of residential area,is a summary on the local rural settlement control,put forward his inspiration and thinking.Conclusion:in the process of realizing rural revitalization,China should pay attention to the improvement of laws and regulations,make comprehensive use of sound management measures,give full play to villagers′opinions and the idea of adapting measures to local conditions.
