摘　　要：习近平新时代中国特色社会主义思想明确指出,全面推进依法治国的总目标是建设中国特色社会主义法治体系、建设社会主义法治国家。作为法治国家的重要象征、依法治国的核心,宪法起着不可替代的作用。近代以来,随着社会的变化发展,宪法观念也在逐步发展。十八届四中全会以来,依法治国成为中华民族伟大复兴和中国特色社会主义建设的重要战略,是四个全面战略布局的重要组成部分。从宪法观念的发展历史看,全面推进社会法治建设,依法治国、依宪治国是社会历史发展的必然要求。Xi Jinping’s thought on socialism with Chinese characteristics for a new era clearly states that the overall goal of comprehensive advancing the rule of law is to build a system of socialist rule of law with Chinese characteristics and build a socialist country under the rule of law.As an important symbol of a legal-based state and core of the rule of law,the constitution plays an irreplaceable role.Since modern times,with the change and development of society,the concept of constitution has been developing gradually.Since the fourth plenary session of the 18th CPC central committee,the rule of law has become an important strategy for the great rejuvenation of the Chinese nation and the construction of socialism with Chinese characteristics.From the perspective of the historical evolution of the concept of constitution,it is an inevitable requirement of the development of society and history to comprehensively promote the legal construction of society,and the rule of law in accordance with the constitution is an inevitable requirement of the society.
