摘　　要：目的:探究新型冠状病毒肺炎(COVID-19)疫情防控期间医用防护物资应急采购与使用管理办法。方法:针对疫情防控期间,医疗机构在医用防护物资应急采购与使用管理中普遍存在的问题,依据国家相关法规、疫期最新的通知要求以及医用防护物资国内外标准,从法规依据及技术规范层面进行解析。结果:通过解析疫情防控期间国家医用防护物资应急采购相关法规,明确了医用防护物资应急采购与使用管理的规范、原则,并做到有法可依,有标准规范可循。结论:COVID-19疫情防控期间医用防护物资应急采购与使用管理的关键问题及依法解析可为决策者提供法规标准与参考依据。Objective:To discuss the methods about emergent procurement and use management of medically protective materials during prevention and control period for COVID-19 pandemic. Methods: Aimed at the general problems that existed in emergent procurement and use management of medically protective materials of medical institutions during prevention and control period, the paper provided legal interpretation and analysis for them from laws, regulations and technical specifications in terms of the nationally relevant regulations, the requirements of latest announcement in pandemic period, and standards of domestic and overseas about medically protective materials. Results: Through interpreted and analyzed relevant laws and regulations about emergent procurement of medically protective materials of nation during prevention and control period for pandemic, the emergent procurement and use management of medically protective materials were explicated, and then, the dependable laws were implemented and there were standards and regulations could be followed up. Conclusion: The key problems and their explication and analysis with dependable laws, which were relevant with emergent procurement and use management of medically protective materials during prevention and control period for COVID-19 pandemic, can provide standards of laws and regulations, and reference for decision makers.
