异质典型县域耕地流转成熟度评价及差异分析

摘　　要：为宏观把握耕地流转成熟度及区域差异,从湖南省4大异质区域经济板块中选取5个典型农业大县,构建起综合评价指标体系及评判等级标准,基于微观调研数据,采用主客观组合赋权法与耦合协调度模型,定量评价区域耕地流转成熟度。结果表明:①浏阳市耕地流转成熟度发展水平高,耕地流转成熟度子系统处于优质协调状态;湘潭县和汉寿县耕地流转成熟度发展水平较高,耕地流转成熟度子系统处于协调状态;耒阳市耕地流转成熟度发展水平一般,龙山县耕地流转成熟度发展水平低,两县(市)耕地流转成熟度子系统分别处于勉强协调状态与失调状态。②浏阳市耕地流转成熟度综合得分为0.9221,耕地流转处于成熟状态;湘潭县和汉寿县耕地流转成熟度综合得分分别为0.8010、0.7747,耕地流转处于较成熟状态;耒阳市和龙山县耕地流转成熟度综合得分依次为0.5991、0.0485,两县(市)耕地流转成熟度分别处于发育状态与不成熟状态。③湖南省耕地流转成熟度大体呈现出由长株潭城市群向洞庭湖生态经济区、湘南地区、大湘西地区依次降低的空间格局特征,各地应结合乡村振兴发展战略,因地制宜,因势利导,补足短板,强化配套条件建设,增进耕地流转绩效。In order to grasp the maturity and it’s regional difference of cultivated land transfer,this paper selected five typical agricultural counties from the four heterogeneous regional economic plates in Hunan Province,constructed the comprehensive evaluation index system and evaluation grade standards,the subjective and objective combination weighting method and coupling coordination degree model were adopted to make a quantitatively evaluate on the regional cultivated land transfer maturity based on the micro-survey data.The results were as followed:1)Liuyang City had a high development level of cultivated land transfer maturity,and the subsystem of cultivated land transfer maturity was in a state of high quality coordination;Xiangtan County and Hanshou County had a relatively high development level of cultivated land transfer maturity,and the subsystem of cultivated land transfer maturity were in a coordinated state;The development level of cultivated land transfer maturity in Leiyang City was general,while that in Longshan County was low,and the subsystem of cultivated land transfer maturity in the two counties were respectively in a reluctance coordination state and imbalance state.2)The comprehensive score of cultivated land transfer maturity in Liuyang City was 0.9221,and the cultivated land transfer was in a mature state;The comprehensive scores of cultivated land transfer maturity in Xiangtan County and Hanshou County were 0.8010 and 0.7747 respectively,and the cultivated land transfer were in a relatively mature state;The comprehensive scores of cultivated land transfer maturity in Leiyang City and Longshan County were 0.5991 and 0.0485 respectively,and the cultivated land transfer maturity of the two counties were in the development state and immature state respectively.3)The cultivated land transfer maturity in Hunan Province was generally declined from Changsha-Zhuzhou-Xiangtan urban agglomeration to the Dongting Lake eco-economic zone,the southern Hunan,and the western Hunan.Every Counties should combi
