摘　　要：作为一种重要的战略性科技信息资源,优质国防科技报告数量在不断积累,其在国防科技创新发展中的作用日益凸显,而民口科技报告体系建设晚于国防科技报告体系。通过比较民口及国防科技报告质量管理的现状,分析两者在质量管理过程中存在的差异,提出提升民口科技报告质量管理的相关建议,为民口科技报告的深度开发利用奠定基础。As an important strategic scientific information resource,the number of high-quality national defense scientific reports is accumulating,its role in the development of national defense scientific innovation is increasingly prominent,and the construction of civil scientific report system is later than the national defense scientific report system. This paper compares the current situation of the quality management of civil and national defense scientific reports,analyzes the differences between them in the process of quality management,and puts forward some suggestions to improve the quality management of civil scientific reports,so as to lay a foundation for the deep development and utilization of civil scientific reports.
