摘  要:践行绿色“一带一路”新理念,推进我国“一带一路”沿线地区经济的可持续发展,降低工业化、城市化对沿线复杂脆弱生态环境的负面影响,从而实现经济增长与生态环境保护双赢的局面。基于SBMUndesirable模型测算2010—2017年我国“一带一路”沿线地区17个省(区、市)的大气环境效率,并分析其时空异质性、影响因素及节能减排的潜力,同时从σ收敛层面分析我国“一带一路”沿线地区大气环境效率在考察期间的敛散性。结果表明:在样本考察期间我国“一带一路”沿线地区的大气环境效率整体水平偏低且呈现温和下降态势;大气环境效率的变动受纯技术效率和规模效率的耦合作用影响,过低的纯技术效率是大气环境效率不高的主要原因;沿线地区大气环境效率区域差异显著且节能减排潜力巨大;“一带一路”沿线地区省市之间大气环境效率的差距随着时间的推移呈现收敛的趋势。It proposes to implement the concept of the Green Belt and Road and promoting the sustainable development of economy along the regions of the Belt and Road of China,and reduce the negative impact of industrialization and urbanization on complex and fragile ecological environment,so as to achieve a win-win situation of economic growth and ecological environment protection.Based on SBM-Undesirable model,this paper evaluated air environmental efficiency of 17 provinces along the Belt and Road of China during the period of 2010—2017,and investigated the temporal-spatial heterogeneity,influencing factors and energy conservation and emission reduction potential.Meanwhile,it analyzes the characteristic of convergence and divergence of the Belt and Road regions’air environmental efficiency from theσconvergence level.Empirical analyses show that the overall Belt and Road regions’air environmental efficiency is still at the low point and presents a mild decline trend over the sample period;the variation of air environmental efficiency is affected by the coupling of pure technical efficiency and scale efficiency,low pure technical efficiency is the main cause of low air environmental efficiency;regional differences are remarkable and have great potential of energy conservation and emission reduction;the air environmental efficiency gaps of provinces along the One Belt and One Road have the tendency of getting convergence in the future.
