财富水平与能源偏向型技术进步——来自地区面板数据的经验证据

摘　　要：利用双层嵌套CES生产函数设计并测算技术进步能源偏向性指数,结合地区面板数据,验证财富是否具有节能技术选择效应,并从居民内在需求、外在环境规制、财富的产业来源三个视角,检验其对财富节能技术选择效应的调节作用。结果显示:(1)我国技术进步整体上呈现资本偏向与能源节约的特征,但是资本偏向的强度有下降趋势。财富具有节能技术选择效应,即财富水平的提高会使技术进步朝节约能源方向发展。分地区样本来看,东、中、西部财富的节能技术选择效应依次减弱,即财富的积累并没有出现“为富不仁”现象,而是呈现“富有责任”。(2)财富的积累通过居民高品质生活追求与环境规制形成节能技术选择效应。来自非资源产业依赖的财富更有利于助推节能技术的选择,但地区间存在明显的差异,其中东部地区以非资源产业多样化集聚、中部地区以非资源产业专业化集聚推动节能技术发展,而西部地区承接发达地区的产业转移,来源于非资源型产业的财富并未形成节能技术选择效应。This paper firstly designs and calculates the energy-biased technological progress index based on double nested CES production function,then verifies the effect of wealth on energy-saving technology selection by analyzing the regional panel data,and finally discusses the effect in terms of resident's demand,external environment and source of wealth.We have the following findings:(1)China's technological progress as a whole shows the characteristics of capital bias and energy conservation,but the intensity of capital bias has a downward trend.Wealth has the screening effect of energy-saving technology,i.e.,the improvement of wealth level will move technological progress towards energy conservation.In the sample of different regions,effects of wealth on the energy-saving technology selection in the East,the Middle and the West are listed in descending order.(2)The wealth accumulation produces the effect of energy-saving technology selection through resident's pursuit of high-quality life and the environmental regulation.Wealth from non-resource industries is more conducive to promoting the selection of energy-saving technologies,but the means varies from region to region:the diversified agglomeration of non-resource industries in the East and the specialized agglomeration of non-resource industries in the Middle;however,the West has not produced the effect of energy-saving technology selection because the West is known as the recipient region of industries transferred from the East and the Middle.
