欧美农民合作社融资经验及对中国的启示

摘　　要：欧美农民合作社融资经验主要包括:在政府方面,设计完善的法律法规为合作社发展和获取融资提供制度性保障,综合运用财政和货币政策为合作社融资提供多样化政策支持,建立完善的合作金融体系为合作社融资提供支撑。在农民合作社自身探索方面,鼓励社员缴纳入社资金,设置独特的分配制度增加合作社资金积累,组建合作银行或控股公司吸收外部资金,发行股票或成立控股公司。对中国的启示:综合运用财政与货币政策缓解合作社信贷约束,引导合作社开展内部资金互助或成立控股公司;推进合作社制度改革,保证内部直接融资;创新合作社利益分配机制,适当扩大合作社公积金等资金积累。The financing experience of European and American farmers cooperative lies primarily in two areas.1.In the aspect of government.Well-designed laws and regulations can guarantee the development and financing of cooperatives at institutional level.Comprehensive use of fiscal and monetary policies can provide diversified policy support for cooperative financing.Furthermore,a well-constructed cooperation financial system is necessary in the process of cooperatives’financing.2.In the aspect of farmers cooperatives’development and exploration.Encourage members to pay with a condition into the cooperative.Increase the cooperatives’capital accumulation by its unique distribution system.Set up banks or holding companies to absorb external funds.The financing experience of European and American farmers cooperative has several enlightenments to China.Firstly,use fiscal and monetary policies to ease the credit constraints of cooperatives,making cooperatives to carry out their internal capital mutual assistance or establish holding companies.Secondly,institutional reform in cooperatives should be promoted to guarantee the internal direct financing.Thirdly,innovate the benefit distribution system and enlarge the capital accumulation such as cooperative accumulation funds.
