摘　　要：在全力推进国家治理体系和治理能力现代化的进程中,加强应急管理体系现代化建设势在必行。突发公共卫生事件作为应急管理分类系统中不可忽视的重要分支,因其直接关系着人民身体健康和生命安全而被赋予了重要的战略意义。此次新冠肺炎疫情的暴发,对我国公共卫生安全应急管理体系提出了严峻挑战,也为我们进一步深刻理解“现代化”的含义提供了契机。在当前应对新冠肺炎疫情的背景下,公共卫生安全应急管理体系现代化应从应急预警系统专业化、应急管理体制全面化、应急管理过程明晰化、应急管理机制合作化四个维度深刻解析其含义,积极推进其建构进程。In the process of promoting modernization of China’s system and capacity for governance,it is imperative to strengthen the modernization of emergency management system.As an important part of emergency management system,public health emergencies are endowed with strategic significance of public health and national safety because of their threats to people’s health and life safety.The outbreak of the COVID-19 poses a severe challenge to the emergency management system of public health safety and provides an opportunity for us to further understand the meaning of“modernization”.We should analyze the profound meanings of modernization of emergency management system of public health safety from four dimensions:specialization of emergency warning system,comprehensive emergency management system,clear emergency management process and cooperation of emergency management mechanism.
