摘　　要：随着我国人口老龄化进程不断加快,老年人口高龄问题、失能问题呈正向比例随之上升。建立长期照护保险制度,旨在缓解失能人口对于家庭与社会的养老压力,同时也希望该制度成为应对老年人口快速增长问题的重要制度。本文利用文献研究的方法,对于我国建立长期照护制度的青岛等15个试点城市进行分析。并试着以试点城市为例找出建立长期照护制度的初始条件中存在的共性,同时,分析试点城市实施长期照护保险制度的成效与遇到的问题,以符合初始条件作为基础,以试点城市的成效和困境作为依据,尝试提出长期照护保险制度在全国范围内展开的相关建议。As China's population ageing process continues to accelerate,the elderly population and the problem of disability are increasing in proportion.The establishment of a long-term care insurance system(Long-term Care)aims to alleviate the pressure on the family and society for the disabled to support the elderly.At the same time,it hopes that this system will become an important system to deal with the rapid growth of the elderly population.This article uses the method of literature research to analyze 15 pilot cities such as Qingdao,which has established a long-term care system in China.And try to find out the commonalities in the initial conditions of establishing a long-term care system by taking the pilot cities as an example.At the same time,analyze the effectiveness and problems encountered in the implementation of the long-term care insurance system in the pilot cities.Based on the effectiveness and dilemma of the trial,try to put forward relevant suggestions for the long-term care insurance system in the country.
