县参议会对地方建设和社会事务之管理(1946-1949)——以浙江省鄞县县参议会议决案为例

摘　　要：1939年国民政府实行"新县制"后,县参议会积极参与地方事务管理之中。以1946年成立的鄞县县参议会为例,参议员们关注的重心在于地方的经济﹑教育建设和稳定社会秩序。其主要手段就是在县参议会通过相关的议案并力求落实,使其在地方事务中拥有一定的发言权。After the implementation of the"new county system"in 1939 by the Government then,the county council took an active part in the management of local affairs.Taking as an example of the Yinxian county senate,which was established in 1946,the senators’focus was on the local economy,education and the stabilization of social order.The means was to pass relevant bills in the county council and strove to implement them.These efforts achieved certain results,thus giving them a certain say in local affairs.
