摘　　要：地方立法权扩大弥补了地方规范生产能力的不足,但地方性法规的实效性却有待检验。地方立法后评估程序构建有其必要性,它可以确保评估的合法性和民主性;整合评估资源,提高评估效率;发挥监督效能,提高立法实效性。地方立法后评估程序构建必须以民主性、科学性和实事求是原则为基础,建立一套以前期准备、方案实施、评估结果为构成要素的立法后评估程序,从"程序法治"维度切实提高立法质量。The expansion of local legislative power has made up for the lack of local normative production capacity,but the effectiveness of local laws and regulations has yet to be tested.It is necessary to construct the local post-legislative evaluation procedure,which can ensure the legitimacy and democracy of the evaluation,integrate the evaluation resources to improve the efficiency of the evaluation,and give full play to the efficiency of supervision and improve the effectiveness of legislation.The construction of local post-legislative evaluation procedures must be based on the principles of democracy,science and seeking truth from facts.A set of post-legislation evaluation procedures composed of preliminary preparation,scheme implementation and evaluation results is established to improve the quality of legislation from the dimension of "procedural rule of law".
