长江流域水功能区划及管理

摘　　要：作为我国水资源保护的重要组成部分,长江流域水功能区划与管理极具代表性和示范作用。针对长江流域水功能区划的技术体系与管理体系,就其划分原则和程序、划分成果作了较全面的阐述;对长江流域水功能区管理体系的主要方面进行了研究,提出水功能区的管理应以监测与评价、确界立碑、水功能区调整与论证、水域纳污能力核算、拟定限制排污总量意见、入河排污口监督管理、水功能区信息归集与通报以及综合管理等为主要内容。以期为水功能区管理提供参考。As an important part of water resources protection in China,water function zone division and management in the Yangtze River basin is highly representative and exemplary. We expounded the technical system and management system of water function zoning in the Yangtze River basin. We also explained the zoning principles and procedures,and the outcome of water function zoning first,and then elaborated on the major components of the water function zone management system in terms of its monitoring and evaluation. We put forward that management of water function zones should be focused on water monitoring and evaluation,boundary determination and monument set up for indication,adjustment and verification of water function zones,calculation of pollutant carrying capacity of waters,formulation of limits on total pollution discharge,supervision and management of sewage outlets into rivers,information collection and notification of water function zones,integrated management and etc.,so as to provide references for the management of water function zones.
