摘　　要：数字经济的要素投入、分工协作、价值创造与传统产业有明显区别,这决定了数字经济分工基础和过程的特殊性:数据是数字经济最重要的投入要素,同时也是产业链中最关键的传播介质;产业链存在多个高端环节;创新发生在产业链各个环节,后端的场景创新与前端技术研发同等重要;数字经济发展处于初期阶段,其产业链将继续快速演变。无论是一个国家地区或是单个企业参与数字经济全球分工,都必须掌握新的关键性投入要素,与产业链上其他参与者构建新的分工协作网络,并以新的方式创造价值和参与价值分配。我国数字经济产业基础、人才条件、数据资源和场景创新都走在世界前列,但核心关键环节薄弱、复合型人才缺口大、数据开放程度低、场景创新领域较窄等问题也十分突出,在新的贸易环境下,还面临与发达国家竞争加剧的趋势。巩固和进一步提升我国在全球数字经济中的分工地位,需要坚持创新驱动发展,不断挖掘潜在应用市场,促进数据要素的价值创造,建设数字经济发展人才梯队。The digital economy’s factor input elements,division and collaboration,and value creation are significantly different from traditional industries. This determines the particularity of the digital economy’s division and processes. Whether it is a country or an area,or an individual company participating in the division of digital economy,it must master new key input elements,build a new network of division and cooperation with other participants in the industry chain,create and distribute value in new ways. Although the industry foundation,talent conditions,data resources,and scene innovation China’s digital economy are at the forefront of the world,shortcomings such as weakness in core sections,large gaps in composite talent,low data openness,and narrow scene innovation fields are also prominent. Under the current trade environment,there is also the risk of increased competition with developed countries. To consolidate and further enhance China’s division position in the global digital economy,we need to adhere to innovation-driven development,constantly explore potential application markets,promote the value creation and participation of data elements,and build a digital economy development talent pool.
