东北地区制造业智能化转型升级的制约因素及对策思考

摘　　要：近年来,东北地区围绕制造业智能化转型升级不断发力。深入推进创新驱动发展战略,智能制造业初具规模;大力推进信息技术的应用,信息化和工业化融合初见成效;积极组建智能制造协同联盟,智能制造产业园蓬勃兴起;加快发展工业互联网,制造业数字化程度持续提升。但还存在关键核心技术及共性技术缺失、产学研协同创新机制有待加强、制造业的绿色运营进程缓慢、产业链协同转型局面尚未形成等突出问题。应从营造有利于制造业智能化转型升级的政策环境,建立和完善制造业智能化转型升级的创新体系,建立健全企业基础数据库,运用互联网手段推动制造业向智能绿色转型发展等方面精准施策,推动"东北制造"向"东北智造"转型升级。With the rapid development of the new round of information technology,industrial transformation and upgrading began to enter a new stage of intelligentized development. In recent years,northeast China has been making continuous efforts to transform and upgrade the manufacturing industry with intelligence. The strategy of innovation-driven development has been deepening,and the intelligent manufacturing industry is taking shape. The application of information technology has been promoted vigorously,and the integration of informatization and industrialization has achieved initial success. The cooperative alliance of intelligent manufacturing was actively established,and the intelligent manufacturing industrial parks flourish. The development of the industrial internet is accelerated,and the manufacturing industry becomes increasingly digitalized. However,there are still some outstanding problems. Firstly,there is a lack of core technologies and generic technologies. Secondly,the mechanism of industry-university-research collaborative innovation needs to be strengthened. Thirdly,the manufacturing industry has been slow to go green. Fourthly,the collaborative transformation of the industrial chain has not yet taken shape. The strategies shall be implemented accurately from the following aspects,such as creating a policy environment conducive to the intelligent manufacturing and upgrading of the manufacturing industry,establishing and improving the innovation system for the intelligent manufacturing and upgrading of the manufacturing industry,establishing and perfecting the basic enterprise database,promoting the intelligentized green transformation and development of the manufacturing industry by means of the internet and so on,so as to promote the transformation and upgrading of"made in northeast China"to "intelligent manufacturing in northeast China".
