摘　　要：新冠肺炎疫情发生以来,在外部压力传导下,中小企业融资困境等既有痛点进一步凸显放大。为减轻和消除疫情期间中小企业所付出的成本和代价,中央和地方政府相继发布了一系列政策为企业纾困,支持中小企业复工复产。但在落实过程中固有问题与新增困难交叠,仍需进一步完善疫情期间的中小企业融资政策。在此背景下,本文提出以短期应急措施为契机,凝聚改革共识,谨防风险,明晰应急扶助对象,拓宽中小企业融资渠道;同时以长期改革为目标,完善公共风险防控机制,加强政策"组合拳"布局,优化中小企业融资环境。Since the outbreak of COVID-19, under the influence of external pressure, the financing dilemma and other existing pain points of small and medium-sized enterprises are more prominent. In order to reduce and eliminate the cost of small and medium-sized enterprises in the epidemic, the central and local governments have issued a series of policies aimed at bailing out enterprises and supporting them to resume work.However, in the process of policy implementation, the inherent problems overlap with the new difficulties, which makes the financing policy system during the epidemic still need to be further improved. In this context, this article puts forward short-term emergency measures, as an opportunity to build consensus on reform, beware of risks, clear emergency assistance objects, in order to broaden the financing channels of small and medium-sized enterprises. At the same time, with the goal of long-term reform, improve the public risk prevention and control mechanism, strengthen the policy "combination fist" layout, and further optimize the financing environment for small and medium-sized enterprises.
