财政支持养老服务体系建设调查与思考

摘　　要：近年来,养老服务体系建设日益成为政府工作的重点和社会舆论关注的焦点。本文从养老服务设施(场所)建设不足、社会养老机构服务供给不足和社会养老服务机构运营困难等三个方面剖析养老服务体系建设中存在的问题。在此基础上,借鉴其他省市经验,提出了加大财政精准投入、统筹优化资金使用、鼓励引导民间资本投入、加强养老服务行业人才培养、创新优化社区养老服务供给方式、实施需方补贴政策等完善财政支持养老服务体系建设的政策建议。In recent years, the construction of old-age nursing system has increasingly become the focus of governmental work and public concern. This paper analyzes three defects existing in the construction of old-age service system: insufficient construction of old-age nursing facilities, insufficient service-supply of social old-age nursing institutions and the operational difficulties of social old-age nursing institutions. Drawing on the experience of other province, this paper puts forward such policy suggestions on improving the fiscal support for the elderly nursing system construction as follows: increasing precise fiscal input, coordinating and optimizing the use of funds, encouraging and guiding the investment of private capital, enforcing the cultivation of talents in the elderly nursing industry, innovating and optimizing the supply mode of community old-age nursing, and implementing the demand-side subsidy policy.
