粤港澳大湾区一体化下的粤港协同治理--基于三种合作形式的案例比较研究

摘　　要：近年来,协同治理理论及相关实践在公共管理领域被广泛讨论,现有文献所关注的协同治理主要在制度背景相似(或相同)的主体间展开,鲜有研究关注存在制度差异的府际间协同合作。论文采用协同治理网络作为分析框架,以回归以来粤港跨境合作为切入点,探究程序和制度设计的差异对协同治理的过程和结果产出是否存在影响。基于港珠澳大桥建设、东深供水工程和珠三角空气污染治理三个案例,论文从正式和非正式程序两条路径分析了"程序和制度因素"对协同行动力的作用和影响。研究发现,协同主体间的动态关系(非正式程序)对协同行动的过程和产出影响较大。此种影响不仅降低了参与主体间的协同行动效率,同时也减少了整个协同网络的产出。这可为粤港澳大湾区内的决策者和多边治理机构提供一个审视自身的视角,以提高现有和未来协同治理网络的有效性和产出效能。The theory of collaborative governance and its related practices have been widely discussed in public administration. The existing literatures have mainly explored the collaboration with similar( or identical) institutional backgrounds and very few studies have talked about collaborationsin different institutional settings. This study departs from the comprehensive collaborative governance regime developed by Emerson et al.(2012) and explores the possible correlation between institutional factors and collaborative action. Based on the three selected cases of the Hong Kong-Zhuhai-Macao Bridge, the Dongshen Water Supply Project, and the Pearl River Delta Air Pollution Control Project,this study analyzes the effects and impacts of institutional factors by classifying them into formal and informal procedures. Study findings suggest that the relational dynamic of informal procedures significantly impacted the processes and outputs of collaborative action. This impact reduced both the efficiency of the collaborative actions and the output of the entire collaborative network. The purpose of this paper is to advise policymakers and the governmental institutions in the Greater Bay Area about their strengths and weaknesses. This is meant to help the existing network of collaborative governance to effectively implement efficient output.
