摘　　要：合作治理是多元主体实现共赢共享的有效方式,那么合作治理实践中存在何种治理模式?这些合作治理模式有何特征,推动力又是什么?这些问题的回答有助于深化合作治理的相关理论。本文采用案例研究法,以特色小城镇建设为例,从结构要素与动力作用两个维度建构合作治理模式,并比较分析合作治理模式的特征。研究认为:我国特色小城镇建设中主要存在政府主导的外生型合作模式、社会主导的内生型合作模式以及市场主导的内生型合作模式等三种合作治理模式;合作治理模式的直接影响因素是治理主体功能的强弱,同时受到区位条件、人文历史资源等外部环境的影响;结构要素与动力作用在合作治理模式的有机整体中相互作用、互促共生;由于动力作用变量的溢出性与效益转化速度不同,导致其与结构要素互动的结果显著不同。未来研究可重点关注治理结构的复杂性与治理动力的多重性对合作治理模式的影响。Cooperative governance is an effective way to achieve win-win and sharing among multiple subjects.What kind of governance model exists in the practice of cooperative governance?What are the characteristics and driving forces of these cooperative governance models?The answers to these questions will help deepen the theory of cooperative governance.This paper uses case study method to constructs cooperative governance model from two dimensions of structural elements and dynamic role,take the construction of characteristic small towns as an example,and carry on comparative analysis of the characteristics of cooperative governance model.The study finds there are mainly three kinds of cooperative governance modes in the construction of Chinese characteristics small towns:The government-led exogenous cooperation model,the society-led endogenous cooperation model and the market-led endogenous cooperation model.The direct influence factor of cooperative governance mode is the strength of governance subject function,and it is also affected by location conditions,human and historical resources and other external environment;structural elements and dynamic forces interact and promote each other in the organic whole of cooperative governance model;due to the different spillover and efficiency transformation speed,the results of interaction between dynamic variables and structural elements are significantly different.However limited to the number of cases and the scarcity of materials,there is still space for further research.Further study can focus on the influence of the complexity of governance structure and the multiplicity of governance dynamics on the cooperative governance model.Relevant theories can provide guid-ance for how to carry out cooperative governance in practice.
