摘　　要：近年来国际上大规模低轨卫星星座呈现爆炸式发展态势,然中国从各个层面都缺乏及时有效的应对。本文介绍了低轨大规模星座的现状与趋势,分析了其快速发展的原因及对航天发展所带来的机遇,从空间碎片环境、轨位、频率、信息安全、产业安全等方面分析了其给国际社会带来的挑战。低轨大规模星座的无序发展将会导致空间碎片环境的严重恶化,引起频率和轨位资源的恶性竞争,并可能对我国信息安全和产业安全构成严重威胁。基于此,本文从六个方面提出了把握机遇应对挑战的我国发展策略与建议。Large-scale LEO satellite constellations are developing explosivelyin recent years,but China lacks rapid and effective response from all aspects.This paper introduces the developingsituationof large-scaleLEO constellation,analyzes the reasons for its rapid development and the opportunities it brings,and investigates the challenges it brings to the international community from five aspects:space debris environment,orbit and frequencyresources,information security and industrial security.It is pointed out that the disorder development of large-scale LEO constellations would lead to vicious competition of frequency and orbit resources,serious deterioration of space debris environment,and may form a serious threat to Chinas information security and industrial security.Based on this,this paper further puts forward the response strategies and development suggestions from six aspects for China.
