摘 要:政府是国家治理的重要主体,改革政府是提高国家治理水平的必然要求。改革开放四十多年来,中国持续推进政府机构改革,每五年一次,至今已有八次,形成了周期性改革政府的国家建设机制。政府机构改革围绕政府职能优化展开,在社会主义市场经济条件下,政府职能优化必然给市场和社会力量以成长空间。所以,在周期性的政府机构改革中,政府、市场、社会这三大国家治理力量往往得到同时加强。周期性政府机构改革由此成为中国国家治理能力建设的重要机制。实践表明,五年一个周期的政府机构改革,既能不断优化国家治理体系,也能随国家各项事业的发展而不断提高国家治理能力,是中国推进国家治理体系和治理能力现代化的重要基础和保证。Government is one of the key actors in national governance. To achieve good governance and keep up with the times, reforms in the government system is indispensable. Over the past 40 years of reform and opening-up, China has pushed forward government institutional reforms every five years. The eight rounds of reform so far has revealed the cyclical pattern in the national mechanism for government reforms. Government institutional reforms are centered around the optimization of government functions, which, under the condition of socialist market economy, will give the market and social forces room to grow. Therefore, in the cyclical government institutional reforms, the government, market, and society, as key actors upon national governance, are often strengthened at the same time. The cyclical government institutional reforms have thus become an important mechanism for modernizing China’s national governance capacity. Evidence shows that the five-year cycle of government reforms can not only optimize the national governance system, but also improve the national governance capacity to facilitate the development of China, and thus makes cyclical institutional reform an important foundation and guarantee for China to promote the modernization of the national governance system and the governance capacity.
