精准扶贫中后期民族地区民间组织的功能探究——以松桃苗族自治县“乡贤参事会”为例

摘　　要：2019年习近平总书记在重庆调研后召开的政治局会议上,对精准扶贫工作进行了重点强调。而渝湘黔界邻民族地区,是我国集中连片贫困区,也是脱贫攻坚任务的重点区域。本文将对当地民族地区以“新乡贤”为主体成员的乡贤会组织进行探究,对该区域苗、侗族传统民间组织款组织进行功能性追溯,发掘款组织与乡贤会之间的信仰契约和功能性内在变迁逻辑。通过分析“新乡贤”等民间群体的社会历史多元角色定位及变迁路径,探索出一条依托于传统文化和传统民间信仰组织的创新性创造性少数民族脱贫之路,为省际交界的集中连片民族贫困区域推进脱贫攻坚、遏制返贫工作贡献政策建议和现实依托。In 2019,general secretary Xi Jinping emphasized the importance of targeted poverty alleviation work at the political bureau meeting after the Chongqing survey.The minority areas adjacent to the boundary of Chongqing,Hunan and Guizhou are the concentrated contiguous poor areas in China and the key areas of poverty alleviation.This papewill explore the township counsellers associations in local minority areas as the main member,trace the function of the Miao nationality and Song nationality traditional folk organizations in this region,and explore the faith contract and functional internal change logic between the fund associations and the township counsellers associations.Through analyzing township counsellers associations and other folk groups of social history of multiple role positioning and change path,this paper exploresan innovative and creative way for ethnic minorities to get rid of poverty based on traditional culture and traditional folk belief organizations,and contribute policy suggestions and practical support to the poverty alleviation in the concentrated and contiguous ethnic poverty-stricken areas at the provincial border.
