新常态下促进江苏省高新区发展的政策比较研究

摘　　要：建设发展高新技术产业开发区,是我国主动迎接和适应世界新一轮科技革命和产业变革、努力开创改革开放新局面而做出的重大战略部署。当前,江苏省高新区还存在要素驱动的依赖较强、一流高新区缺失、产业核心竞争力不足等问题。本文基于经济新常态这一发展背景,首先通过对知名高新区法规政策的比较研究,厘清我国高新区建设发展存在问题,进而解析江苏省高新区发展的政策需求,最后结合江苏省的区域发展实际,对苏南、苏中、苏北区域的高新区提出差异化的创新发展政策建议。The construction and development of high-tech industrial development zones is a major strategic deployment for the new round of worldwide scientific and technological revolution and industrial change,which is also significant for creating a new situation of reform and opening up.At present,high-tech zones in Jiangsu Province still have problems such as strong factor-driven dependence,lack of first-class high-tech,and insufficient core competitiveness in industry.Based on the development background of Economic"New Normal",this paper first clarified the problems in the construction and development of high-tech zones in China through a comparative study on the policies of well-known high-tech zones,and then analyzed the policy needs for the development of high-tech zones in Jiangsu Province.Ultimately,this paper recommended differentiated innovation and development policies for high-tech zones in southern Jiangsu,central Jiangsu and northern Jiangsu respectively.
