摘　　要：对四川省应用基础研究项目进行多视角探究,构建了较为完善的绩效评价指标体系,运用DEA模型对四川省"十二五"期间的583项应用基础研究项目进行全面、准确的绩效评价,并随机抽取部分项目对其产出滞后性进行验证。结果表明:"十二五"期间,四川省应用基础研究项目绩效整体处于中等水平,并呈逐年上升的趋势,项目的投入产出效率存在明显差距;科研经费投入力度不足、整体科研水平不高、高端科研人才匮乏等问题的存在制约了四川省应用基础研究的发展。This paper explores the Sichuan applied basic research program from multiple perspectives and establishes a comparatively perfect performance evaluation index system, applies DEA model to make a comprehensive and accurate performance evaluation on 583 applied basic research program in Sichuan during the 12 th five-year plan period, and selects some programs randomly to verify the hysteresis of outputs. Results show that, during the 12 th five-year plan period, the performance of applied basic research program in Sichuan is at a moderate level and show a trend of increasing year by year. There are significant differences among the programs. The existence of inadequate funding for scientific research, low scientific research level, lack of high-end scientific talents and so on affect the development of applied basic research in Sichuan province.
