“福利整合”与“福利分置”:老年残疾人与残障老年人的福利治理

摘　　要：同样面临“年老”与“残障”双重困境的老年残疾人与残障老年人在群体归属、残障发生的时间节点、障碍延续周期等方面存在差异,因而在属性上应划归为两类不同的群体。老年残疾人与残障老年人在福利需求、福利行政、福利补贴与福利服务等方面具有同属性;同时,二者在心理福利需求、福利行政主导、现金福利水平、福利服务场域与家庭福利状况等方面存在异质性。基于此福利特质,针对老年残疾人与残障老年人的福利治理,既要着力“福利整合”,又要关注“福利分置”。在通过福利行政联动、福利机构协同、福利资源落地打造福利治理共同体的同时,应当依托福利政策精准侧重、福利资源精准递送、福利模式精准分设来推进福利治理精准化,以实现残障与老年福利的高质量供给。As the group suffering from the dual difficulties of old and disabled,there are differences in group affiliation,the time point of the occurrence of the disability and the duration of the disability between the elderly disabled and the disabled elderly.The two groups have the same attributes in terms of welfare needs,welfare administration,welfare subsidies and welfare services;but there are also heterogeneity in psychological welfare needs,welfare administration leadership,cash welfare levels,welfare service areas and family welfare status.Based on the welfare characteristic,the welfare governance of the elderly disabled and the disabled elderly should focus on welfare integration and welfare distinction.On the one hand,we will build a welfare governance community through the coordination of welfare administration,the coordination of welfare agencies and the implementation of welfare resources.On the other hand,relying on the precise focus of welfare policies,the accurate delivery of welfare resources and the precise division of welfare models,the precision of welfare governance is promoted,in order to achieve a high-quality supply of disability and elderly benefits.
