摘　　要：水资源安全保障是总体国家安全观中的重要任务之一。特殊的国情水情和经济社会发展阶段,决定了我国面临着较为复杂严峻的水资源安全保障形势,需要立足于总体国家安全观,采取更为系统综合的水资源安全应对策略。在辨析总体国家安全观对于水资源安全保障新要求的基础上,阐述了水资源安全与总体国家安全的相互关系,提出了基于总体国家安全观要求的水资源安全保障策略,探讨了我国水资源安全保障需要回答的关键问题,为建立完善中国水资源安全保障战略提供基础。Water resources security safeguard is one of the important tasks in the overall national security concept.The special country situation and water regime,as well as the stage of socio-economic development,determine that China is facing more complex and severe situation of water resources security.It is necessary to take a more systematic and comprehensive strategy of water resources security established in the overall national security concept.Based on the analysis of the new requirements of the overall national security concept for water resources security,this paper expounds the relationship between water resources security and the overall national security,and puts forward the water resources security safeguard strategy based on the requirements of the overall national security concept,and discusses the key issues that need to be answered in Chinese water resources security,which aims to provides the basis for the establishment and improvement of Chinese water resources security strategy.
