摘　　要：在新疆维吾尔自治区沙雅县渭干河流域灌区开展南疆农业高效节水增收试点,以农业水价综合改革为牵引,综合施策,全面建立农业灌溉用水总量控制和定额管理制度。试点区渠系配套,田间高效节水工程设施完善,农业水价达到2015年完全成本终端水价,实行分类水价和超定额累进加价制度,管护机制健全,并实施中央财政节水补贴、生态奖励、运行维护等补助政策。对沙雅县试点实践进行总结,为在南疆推广提供依据。The southern Xinjiang agricultural efficient water-saving and income trial have been implemented in Weigan Irrigation Areas of Shaya County.Taking comprehensive reform of agricultural water prices as traction,the total amount of water used for agricultural irrigation and the quota management system have been established in an all-round way.Constructing the matching of canals in the pilot areas and the improvement of efficient water-saving engineering facilities in the fields,the agricultural water price has reached the full cost terminal water price by 2015.A system of classified water prices and progressive price increases beyond the quota has been put in place,complete management and protection mechanisms have been put in place,and policies of the central government on water-saving subsidies,ecological incentives and subsidies for operation and maintenance have been implemented.This will provide a basis for promotion in southern Xinjiang.
