摘　　要：在系统考察高质量发展核心内涵的基础上,从创新能力、结构优化、金融稳健、绿色发展和民生福祉五个维度构建了一套由三个层级、共计69个指标组成的经济高质量发展评价指标体系。以2017年各评价指标的全国平均水平作为标准值,计算各省区的相对分值,并采用变异系数法确定各评价指标的权重,对各省区经济高质量发展的现状进行了综合评价与对比分析。结果表明,该评价指标体系具备可操作性,便于各省区进行广泛的横向和纵向对比,定期检查各省区在推动实现经济高质量发展方面所取得的新进展以及存在的不足。On the basis of systematic investigation of the core connotation of high-quality development,this paper constructs an evaluation index system of high-quality economic development,which consists of three levels and 69 indicators,from five dimensions of innovation ability,structural optimization,financial stability,green development and people's livelihood well-being.Then,by calculating the relative scores of each province with the national average level of each evaluation index in 2017 as the standard value,and determining the weight of each evaluation index with the coefficient of variation method,this paper makes a comprehensive evaluation and comparative analysis of the current situation of high-quality economic development in various provinces.The results show that the evaluation index system is operable,and it is convenient for provinces to make extensive horizontal and vertical comparisons,and regularly check the new progress and shortcomings of provinces in promoting high-quality economic development.
