摘 要:在国家安全战略背景下,外语测试的安全问题成为外语测试规划必须思考的核心问题。外语测试安全的概念和内涵建构既要考虑测试技术层面的安全问题,更要研究测试社会层面的安全隐患。我国外语测试安全规划路径应服务于国家安全战略,从意识形态安全的战略高度构建中国外语能力测评体系;从文化安全的战略高度重视在外语测试中传承和发扬中华民族文化;从语言安全的战略高度扩充我国外语测试的语种类别;从人才安全的战略高度积极推进国家英语能力等级考试的国际化进程。Under the background of national security strategy, foreign language testing security becomes the core element in China’s foreign language testing planning. Both the security of testing technology and that of testing sociology need be taken into consideration in the construction of the definition and content of foreign language testing security. China’s foreign language testing security planning should concern the following aspects: establishing China’s foreign language proficiency assessment system from the perspective of national ideological security;succeeding Chinese traditional culture from the perspective of national cultural security;increasing the number of languages in foreign language testing from the perspective of national language security;and constructing the national standard system of study abroad from the perspective of national talent security.
