公文写作与政府形象建设

摘　　要：从传播学视角分析,政府形象的构建既需要政府行为,也需要对政府行为的解释,而公文对政府形象的作用则是"做""说"并举。公文与政府行为相伴而生,在政府治理的过程中,公文是政府施政、运作的依据和凭证。同时,随着互联网时代政务公开与公文的网上传播,公文成为政府形象的有效的言说方式。进入传播视野的公文,其内容、格式、表达方式和文种的选用等,都会对政府形象产生直接的影响。为了促进政府良好形象的建设,公文写作的价值选择必须追求公众利益,公文写作的逻辑起点应当反映公众意愿,公文写作的实践标准需要尊重客观事实,公文写作的行为边界必须严格坚持依法行政。From the perspective of communication sciences,the construction of government image needs not only government behavior,but also explaination on the government behavior,and the role of the official documents on the image of the government is to "do"and "say". The official documents are accompanied by government actions. In the process of government governance,official documents are the basis and proof of government administration and operation. At the same time,with the openness of government affairs and the online dissemination of the official documents in the Internet era,it has become an effective way of saying government image. In the field of communication,the official documents have a direct influence on the image of government from the aspects of content,format,expression and choice of writing type. To promote a good government image,the value of official document writing must seek the public interest,the logical starting of document writing should know the public will,the practice standard of document writing need respect for objective facts,and the behavioral boundaries in document writing must strictly insist administration according to law.
