摘　　要：为解决应急管理中常出现的“应急不足”和“应急过度”问题,持续提高应急管理质量,从信息-资源配置视角构建应急管理绩效评估指标体系,将网络层次分析法(ANP)和物元模型相结合构建了应急管理绩效评估的ANP-物元模型,并选取芦山地震为例进行应急管理绩效评估,研究结果表明,该评估模式可以更加科学地衡量应急管理绩效,为应急管理绩效评估提供新思路。In order to avoid the frequent problems of"insufficient emergency response"and"excessive emergency response"in emergency management and continuously improve the quality of emergency management,an emergency management performance evaluation index system from the perspective of"information-resource allocation"is constructed,and an emergency management performance evaluation model based on analytic network process and matter element model is designed.A typical case is selected to prove that the model can be used to measure the emergency management performance more scientifically and provide new ideas for evaluating emergency management performance.
