摘  要:目的:探索在新型冠状病毒肺炎疫情下,非定点收治医院如何快速调拨人力资源,满足院内外疫情防控对护理人力资源的需求。方法:根据现有常规工作量、预期疫情防控院内工作量及组建应急救援队工作量进行人力资源需求评估,在原有灾害护理预备队研究的基础上通过灾害救援机动护士库调配、护理部定向调配、志愿报名3种方式快速组建疫情防控人力资源贮备库。分梯队、递进式调配人力资源,满足不同阶段新型冠状病毒肺炎疫情防控的人力资源需求。结果:护理部24 h共建库机动护士271名,共5批次紧急调配至门急诊、发热门诊、感染科、援武汉医疗队、重症医学科71名,满足了新型冠状病毒肺炎期间非定点收治医院院内疫情防控及援鄂医疗队组建对护理人力资源的需求。结论:分层、递进式人力资源紧急调配模式可有效缩短突发公共卫生事件人力资源应急反应时间,提高工作效率。Objective To explore how to rapidly allocate human resource in non-designated hospital under the situation of COVID-19 so as to satisfy the demand of epidemic situation control in-and-out hospital for nursing human resource.Methods According to the need assessments of normal workload,expected workload in epidemic situation control in hospital and workload for building the rescue team,the epidemic situation control human resource reserve was rapidly formed based on the research of original disaster nursing reserve force by three ways,allocating the disaster rescue motorized nurse reserve force,orienting allocation by Nursing Department,volunteering.The layered and progressive human resource was allocated to meet the demand of COVID-19 control for human resource at different stages.Results The reserve made up of 271 motorized nurses was built by Nursing Department within 24 hours;71 nurses were urgently allocated to the Outpatient and Emergency Department,Fever Outpatient,Department of Infectious Disease,medical team supporting Wuhan,Intensive Care Unit by 5 batches which satisfied the demand of epidemic situation control in non-COVID-19 designated hospital and building medical staff supporting Wuhan for nursing human resource.Conclusions Layered and progressive human resource emergency allocation can effectively shorten the time of human resource emergency reaction in emergency public health event and improve the working efficiency.
