摘　　要：为响应上海市建设“卓越的全球城市”的目标愿景,推进上海市建设宜居城市和社区,延续和深化《上海市人居环境报告的研究》课题成果,根据新时期宜居社区建设要求,探讨建立上海城市社区宜居性评价的指标体系,为今后社区建设实践及其评价奠定基础。研究提出,建立社区宜居性评价指标体系,应遵循理念引领、层级传导、人本优先、方法统筹四大原则,从“总目标—分目标—基本指标”的3个层级构建,包括4个总目标、14个分目标和50个基本指标,4个总目标即居住环境、生活服务、安全健康、社会资本。In response to Shanghai’s goal of building an“excellent global city”,to promote the construction of livable cities and communities in Shanghai,as well as to extend and deepen the results of the“Report on Shanghai’s Habitat Environment Report,”this paper,based on the requirements of livable communities in the new era,discusses the establishment of an index system for evaluating the livability of urban communities in Shanghai to lay the foundation for future community construction practices and evaluation.The research proposes that the index system should follow four principles of concept guidance,level transmission,human-oriented priority,and method coordination,and to be built from three levels of"general goals-sub-targets-basic indicators",including 4 general goals,14 sub-targets and 50 basic indicators.4 general goals are living environment,living services,safety and health,social capital.
