摘　　要：经济高质量发展需要现代产业体系的支撑,着力构建以高新技术产业为主导、引领传统产业转型升级的产业生态系统至关重要。文章基于中国产业发展的现实情景,运用Lotka-Volterra模型,对高新技术产业和传统产业群落的互动演化过程进行情景推演,结果显示:高新技术产业与传统产业群落的竞争替代或互补共生关系,受各自价值、不可替代性、竞争力和创造效益大小的影响;开放式的资源获取,有利于维持群落间互补共生关系的稳定;动态环境下相互间竞争强度的降低,可使产业群落在经过动态转换后依旧保持最佳的互补共生关系。依据上述结果,从指导思想和保障机制双视角切入,提出以产业群落的互补共生、协同发展为原则,实现产业链、创新链、价值链、服务链相融合的产业生态体系的构建思路;并从制度机制、产业体系、创新系统、资金获取等方面建立产业生态系统的保障体系,助力中国经济高质量发展。The high-quality economic development needs the support of the modern industrial system. At the current stage,it is the inevitable choice to transform and upgrade the traditional industries under the guide of high and new technology industries. Based on the reality of the development of China’s industry,the paper uses Lotka-Volterra model to deduce the evolution process of the interaction between the high and new technology and the traditional industrial communities. The results show that: The competitive substitution and the complementary symbiotic relationships between high and new technology and traditional industrial communities are generally affected by their respective values,irreplaceable characteristics,competitiveness and creative benefits;Open access to resources can maintain the stability of the complementary symbiotic relationships between communities;In the dynamic environment,the decrease of competition intensity can promote the industrial communities to maintain the best complementary symbiotic relationship after dynamic transformation. Based on the results,from the perspectives of guidance ideology and the security mechanisms,it puts out the principle of the complementary symbiosis and the cooperative development of the industrial community in order to realize the mutual integration of industrial chain,the innovation chain,the value chain and the service chain;meanwhile,it is necessary to establish the guarantee system of the industrial ecosystem from the aspects of institutional mechanism,industrial system,innovation system,capital acquisition and so on,to promote the high-quality development of China’s economy.
