摘 要:我国不同地区资源禀赋、网架结构和供需形势差异较大,其电力市场建设需要结合本地实际情况,并借鉴国外先进经验,设计适宜的市场体系和机制。巴西作为世界上水电资源最为丰富的国家之一,其市场机制设计在保障供电可靠性、提高水电资源利用效率等方面成效显著,为我国水电富集地区电力市场建设提供参考。作为巴西电力市场研究系列论文首篇,首先介绍巴西电力工业现状、市场化改革动机和历程、电力行业管理结构及职能;然后详细探讨巴西电力市场现行模式交易机制、不同交易品种间内在联系、新投产/已投产电源拍卖机制、中长期交易合同方式,以及电力系统调度方式;最后,分析巴西电力市场最新发展趋势。续篇将在此基础上深入探讨巴西电力市场结构、体制机制内在逻辑,并与美国、北欧、英国等国家/地区电力市场对比,分析其设计理念和适应性,总结对我国电力市场建设的经验借鉴。The resource endowment, grid structure and supply-demand situation in different regions of China are quite different. The construction of electric power market needs to combine local actual conditions and draw on foreign advanced experience to design appropriate market systems and mechanisms. As one of the countries with the most abundant hydropower resources in the world, Brazil’s market mechanism design has achieved remarkable results in ensuring power supply reliability and improving the utilization efficiency of hydropower resources, which provides reference for the construction of power market in hydropower-rich regions of China. As the first part of a series of papers on Brazilian electricity market research, the current status of the Brazilian power industry, the motives and processes of market-oriented reforms as well as the management structure and functions of the power industry were introduced firstly. Then the trading mechanism of the Brazilian electricity market current model and the intrinsic connection of different trading varieties, new production/commissioned power auction mechanism, mediumterm and long-term trading contract as well as power system scheduling were discussed in detail. Finally, the latest development trend of the Brazilian power market was analyzed. On this basis, the internal logic of the structure and institutional mechanism of the Brazilian electricity market compared with the electricity markets of the United States, Northern Europe and United Kingdom will be analyzed in sequel paper. It’s design concept and adaptability will be studied and the experience of market construction will be summarized.
