摘　　要：为有效防范和遏制我国煤矿煤与瓦斯突出事故,全面推进煤层"零突出"目标管理,通过对国内外煤与瓦斯突出分级研究成果及我国当前强化防突管理措施的调研,提出了突出煤层分级管理方案并进行深入分析和探讨,确定了突出煤层不分级、突出区域强化管理的思路。采用数理统计方法,统计分析了2000-2018年我国煤矿发生重特大突出事故所在煤层的突出危险性指标和大量实验室测试的煤层瓦斯压力和瓦斯含量数据,提出了突出煤层强化管理的分类指标及措施,进一步细化和完善了我国煤矿突出防治管理体系。In order to effectively prevent and contain coal and gas outburst accidents and comprehensively promote the management of the goal of"zero outburst"in coal seams,based on the domestic and abroad research results of coal and gas outburst classification and the current management measures of strengthening outburst prevention in China,the classification management scheme of outburst coal seam was put forward and analyzed in depth.The idea of non-classification of outburst coal seam and strengthening management of outburst area was determined.By using mathematical statistics,the outburst risk index of the coal seam where the serious outburst accident occurred from 2000 to 2018,as well as the data of gas pressure and gas content measured in a large number of laboratories were statistically analyzed,the classification indexes and measures for strengthening the management of outburst coal seam were put forward,so as to further refine and improve the outburst prevention management system of coal mines in China.
