新时代我国邮政快递行业包装立法的思考

摘　　要：我国快递业在快速发展的过程中暴露出包装材料过度使用、回收体系不畅等问题。为规范快递行业健康发展,实现经济可持续和环境可持续的“双赢”,国家出台了一系列政策文件等,但效果并不理想。制定具有强制执行力的快递包装法显得尤为迫切。立法时要规范立法程序,明确快递包装法内容,发挥政府治理主导作用,同时要加强快递执法队伍建设,加大执法和监督力度。The excessive use of express packaging materials and poor recycling system,has aroused high concern of the whole society.In order to standardize the healthy development of the express delivery industry and reach the“win-win”situation of economic sustainability and environmental sustainability,our nation has issued a series of policy documents,but the effect is not ideal,so it is particularly important and urgent to formulate the express packaging regulation with compulsory execution.When legislating,we should standardize the legislative procedure,clarify the content of express delivery packaging law,and play the leading role of government.At the same time,we should strengthen the construction of the team of express delivery law enforcement,strengthen law enforcement and supervision.
