摘　　要：全面开放的经济体系是现代化经济体系建设的基本内容之一。尤其是在当前中国改革开放正面临环境和条件重大变革的新形势下,准确判断并把握全面对外开放的新内涵和新任务,找准加快推动建设全面开放型经济体系的着力点和重要抓手,为在其他领域建设现代化经济体系构筑内外融通的市场,提供良好的外部发展环境。全面开放体系意味着中国在全球治理中的角色地位需要逐步由跟随者、参与者转变为引领者;体现了党和政府在新时代对经济社会发展规律的更高认识;诠释了改革进入攻坚期和深水区阶段,改革与开放之间辩证关系的再解析;包含了提高开放水平、扩大开放的规模、拓宽开放范围和领域、提升开放质量等一系列目标集成。为了建成全面开放经济体系,要求全面提升中国深度参与乃至引领塑造国际经贸合作新秩序的能力;利用全球价值链和产业分工创造中国经济转型发展的内生动力;补齐开放领域、开放区域、开放对象等结构不平衡的短板;同时还要有效防范和化解扩大开放可能面临的各类风险。“一带一路”国际合作的推进、自贸试验区的联动发展、贸易强国的建设、对外投资模式的创新等则是加快建设开放经济体系的重点抓手。A comprehensive open economic system is one of the basic contents of the modern economic system.Especially under the new situation that China's reform and opening up is facing dramatic changes and challenges both internally and externally,accurately understanding the new connotation and tasks of"comprehensive opening up",as well as figuring out the key points and important standing points for accelerating the development of a fully open economic system,are critical for building up a market connecting China and the rest of the world.A comprehensive open system means that China's role in global governance needs to gradually change from followers and participants to leaders.It reflects the deeper understanding of the laws of economic and social development of the Party and government in the new era.It explains that the new dialectical relationship between reform and opening up when China's reform has entered the stage of tackling more tough tasks.It consists of a series of objectives such as improving the level of opening up,expanding the scale of opening up,expanding the scope and field of opening up,and improving the quality of opening up.In order to build a comprehensive open economic system,it is required to comprehensively enhance China's ability to participate deeply in and even lead to shaping a new order in international economic and trade cooperation,to utilize global value chains and industrial division of labor to create endogenous power for China's economic transformation and development,to overcome the shortcomings of unbalanced structures of industries,regions and partners of the opening up,and to effectively prevent and resolve various risks that may be faced by expanding opening up.The promotion of the"Belt and Road"initiative,the joint development of the Free Trade Zones,the enhancement of China's trading power,and the innovation of foreign investment models are the key tasks for accelerating the development of an open economic system.
