广东城乡基本公共服务均等化发展现状、问题及对策

摘　　要：长期以来,广东高度重视城乡基本公共服务均等化工作,出台制定了一系列政策措施,从教育、文化、卫生、交通等公共服务设施的共建共享和综合利用上进行突破,并取得了一定的成效。本文对广东城乡基本公共服务均等化的成效进行总结,对教育、文化、卫生、交通、社会保障、文化、人居环境等方面存在的问题进行剖析,据此提出优化财政支出结构与制度、健全城乡基本公共服务多元供给机制、加强农村基本公共服务人才保障、提升教育、医疗基本公共服务能力、完善农村公共交通长效管护机制等对策建议,以期为实际工作提供参考。Guangdong had attached great importance to the equalization of basic public services in urban and rural areas, and formulated a series of policies and measures, making breakthroughs in the co construction, sharing and comprehensive utilization of public services such as education, culture, health, transportation,,and achieved certain effect. This paper summarized the effect of equalization of basic public services in urban and rural areas of Guangdong Province, and analyzed the existing problems in education, culture,health, transportation, social security, culture, human settlements and other aspects. Based on this, it proposed some suggestions such as optimize the structure and system of financial expenditure, improve the diversified supply mechanism of basic public services in urban and rural areas, strengthen the protection of talents in basic public services in rural areas,,improve education and medical basic public service ability and complete management ability of public transportation in rural areas in order to provide reference for the actual work.
