摘 要:治理负荷沉重、正式治理资源匮乏以及治理规则的复合性是农村基层政府治理实践所需要面对的结构性困境。以集权化程度、专门化程度、标准化程度和常规化程度四个维度为基础,可以将农村基层政府内部的治理结构划分为M型、U型和H型结构三种。在基层政府的治理实践中存在M型、U型和H型结构相互叠加的特征;随着治理负荷、治理任务的属性及其对村庄社会配合需求的变化及外部问责体系的转变等,基层政府的内部治理结构会呈现出钟摆效应。The heavy governance load,the lack of formal governance resources, and the complexity of governance rules are the structural dilemmas that therural grassroots government has to facein its practice. Based onsuch four dimensions as centralization, specialization, standardization, and normalization, the internal governance structure of the rural grassroots government can be divided into the following three types: M-type, U-type, and H-type. The governance practice ofthe grass-roots government is characterized with the overlay of M-type, U-shape, and H-typestructures. As governance situation changes, such asheavier governance load, different task attributes, different coordination requirementsfor the rural society, and transformed external accountability systems, the internal governance structure of the grassroots government will show a pendulum effect.
