摘　　要：关于清代鸦片烟的外禁时间,学界一般认为是嘉庆元年。日本学者井上裕正对此提出质疑,认为外禁开始的时间应该是嘉庆四年。事实上,嘉庆二十年之前,清廷从未有外禁之谕旨颁发,亦未针对外国商船采取过任何执法行动。当时稽查鸦片走私的对象,始终是国内不法商贩及贿纵卖放之官员。这仅是执行了雍正七年颁发的《惩办兴贩鸦片烟及开设烟馆条例》,属于内禁之范畴。从法令政策的明确规定与查禁行动的实际执行层面而言,清廷鸦片烟外禁之时间应始于嘉庆二十年。It is widely held that Qing in 1796 put a ban on opium imports.Inoue Hiromasa asserted that the exact time be in 1799.The present paper contends that the ban was put into effect as late as 1815,before which,the Qing government neither issue any bans nor take any actions against foreign ships but instead implemented strictly the 1729 ordinance forbidding selling opium and running opium den.
