流转特征、风险感知与土地流转满意度——基于长三角地区1008个农户的调查

摘　　要：基于长三角地区1008户土地转出户的调查数据,从农户及家庭特征、土地流转特征和农户对土地流转风险的感知三个层面,运用二元Logistic回归模型分析农户对土地流转的满意度及影响因素。结果表明,农户及家庭特征对土地流转满意度的影响较小,土地流转特征对土地流转满意度影响处于中等水平,农户对土地流转风险的感知对土地流转满意度的影响十分显著;农户年龄、土地流转协议的方式、农户土地流转后经济收入的变化感知、农户对流转后土地经营情况的风险感知和农户对土地流转政策的认知程度对农户土地流转满意度有显著正向作用,而土地流转的期限和农户对土地流转过程中纠纷感知对农户土地流转满意度有显著负向作用;在长三角内部,影响农户土地流转满意度的因素存在差异。提出加强政策宣传、降低风险预期,规范流转合同、健全流转机制,提供职业技能培训、提高非农就业竞争力,实行差别化土地流转政策等建议。Based on the survey data of 1 008 farmers who transferred out their lands in the Yangtze River Delta Region, the Binary Logistic Regression Model was used to analyze the satisfaction degrees of farmers on land transfers and its influencing factors from the perspectives of farmers and their family characteristics, land transfer characteristics and farmers & apos;perceptions on land transfer risks. The results indicated that farmers and their family characteristics had a small impact on land transfer satisfaction degree, land transfer characteristics had a moderate effect on land transfer satisfaction degree and farmers ’ perceptions of land transfer risks on land transfer satisfaction degree was very significant. Farmers’ ages, the ways of land transfer agreements, farmers’ perceptions on their economic income changes after land transfers, farmers’ perceptions of risks in land managements after land transfers, and farmers & apos;cognition degrees of land transfer policies had a significant positive effect on their satisfaction degree of land transfers. However, the terms of land transfers and farmers & apos;perceptions on disputs in the process of land transfers had significant negative effects on farmers & apos;satisfaction degrees of land transfers. In the Yangtze River Delta Region, there were also differences among the factors affecting the satisfaction degrees of farmers on land transfers. Suggestions including enhancing policy publicity, reducing risk expectation, standardizing transfer contract, improving transfer mechanism, providing vocational skill training, upgrading non-agricultural employment competitiveness and practicing differentiated land transfer policy were proposed.
