英美城市扶贫政策的演进及启示

摘　　要：运用比较方法开展跨国或国内的政策比较是政策科学研究的一个重要分支,城市扶贫政策对城市的和谐稳定和经济社会的持续健康发展有着重要作用。从政策比较研究视角出发,对兴起于科技创新政策研究的政策分析框架加以创新,构建政策目标-政策工具-政策主客体的三维跨国政策比较分析框架,在对英美城市扶贫政策的演进轨迹进行分阶段、分维度梳理分析的基础上,总结两国的城市扶贫政策演进经验,并结合我国城市扶贫政策现状,从强调工作脱贫政策理念、扩大扶贫政策覆盖范围、推进多元主体合作扶贫三个方面提出新时代完善我国城市扶贫政策的启示。Using comparative method to carry out policy comparison across or within China is an important branch of policy science research.The urban poverty alleviation policy plays an important role in the harmonious stability of the city and the sustainable and healthy development of the economic society.From the perspective of policy comparative study,this paper innovates the framework of policy analysis originated from the research of science and technology innovation policy,and constructs a three-dimensional framework of transnational policy comparative analysis of policy objectives-policy tools-policy subjects and objects.Based on the analysis of the evolution of urban poverty alleviation policies in Britain and the United States in different stages and dimensions,this paper summarizes the experience of the two countries in the evolution of urban poverty alleviation policies.Combined the current situation of urban poverty alleviation policies in China,this paper puts forward the enlightenment of improving urban poverty alleviation policies in the new era from three aspects:emphasizing the concept of work poverty alleviation,expanding the coverage of poverty alleviation policy and promoting multi-subject cooperation in poverty alleviation.
