特许经营方式下生活垃圾终端处置设施管理研究——以无锡市为例

摘　　要：生活垃圾终端处置设施的稳定运行关系城市安全和群众日常生活。特许经营模式下,要求改变原有的政企不分现象,明确界定政府与生活垃圾终端处置企业之间的权利义务边界,优化政府的监管考核机制以及处置价格测算和调整方式,促进终端处置企业提供更加优质高效的公共服务。The stable operation of domestic waste terminal disposal facilities is related to urban safety and people's daily life.Under the franchise mode,it is required to change the original phenomenon of government and enterprise separation,clearly define the rights and obligations boundary between the government and the domestic waste terminal disposal enterprises,optimize the government's supervision and assessment mechanism,as well as the calculation and adjustment of disposal price,and promote the terminal disposal enterprises to provide more high-quality and efficient public services.
