摘　　要：【目的/意义】随着时代的变迁与科技的快速发展,公共图书馆的职能也在法律规定的基础职能上不断衍生,产生出许多新的职能。研究并构建公共图书馆的职能体系,能够更好的提升公共图书馆的服务水平和服务质量。【方法/过程】文章以文化强国战略为背景,在梳理相关文献的基础上,结合法律规章及公共图书馆职能的发展现状,具体分析公共图书馆的各项职能,进行科学定位,以期为各级公共图书馆的建设与发展规划提供理论参考。【结果/结论】结合实践和探索经验,探讨了在文化强国战略实施的背景下,公共图书馆如何更好地发挥自身所具有的各项职能,并提出构建公共图书馆职能体系的针对性建议,以更好地推动文化强国战略的实施。【Purpose/significance】With the change of the times and the rapid development of science and technology, the functions of public libraries are derived from the basic functions stipulated by law, and have resulted in many new functions.To study and construct the function system of public library can better improve the service level and service quality of public library.【Method/process】Based on the strategy of cultural power, the article combines the development status of legal regulations and public library functions, analyzes the functions of public libraries and makes scientific orientation to provide theoretical providd theoretical reference for the construction and development planning of public libraries at all levels.【Result/conclusion】Based on practice and exploration experience, this paper discusses how public libraries can better play their functions under the background of the implementation of cultural power strategy, and puts forward some suggestions for constructing the functional system of public libraries in order to better promote the implementation of the strategy of cultural power.
