摘　　要：农村自然灾害高发、频发、损失重,是影响山东乡村全面振兴和经济社会可持续发展的不确定性因素之一。以"脆弱性——抗逆力"理论视角审视山东农村防灾减灾救灾工作,存在"致灾因子"多样化、"孕灾环境"不稳定、"承灾体"暴露性强等"脆弱性"表现,直接导致"抗逆力"弱化,系统恢复能力不强。根据新时代推进农村治理体系和治理能力现代化的要求,以及山东落实"防风险"和"保稳定"工作的目标,必须推动山东自然灾害风险治理体系转型升级,针对"脆弱性"问题实现"靶向"治理,从而增强系统"抗逆力",降低"脆弱性"风险,推动农村防灾减灾救灾工作从"应急管理"走向全方位"风险治理",实现农村自然灾害风险治理体系和治理能力现代化。the high incidence,frequent occurrence and heavy losses of natural disasters in rural areas are one of the uncertain factors that affect the overall revitalization and sustainable economic and social development of rural areas in shandong province.From the perspective of"vulnerability——resilience"theory,this paper examines the disaster prevention and relief work in rural areas of shandong province.There are various"disaster-causing factors",unstable"disaster-bearing environment"and strong exposure of"disaster-bearing body",which directly lead to weakened"resilience"and weak system resilience.According to the new era of the requirement of promoting the modernization of rural management system and management ability,and shandong province to carry out the"risk prevention"and"maintaining stability"work goal,must promote transformation and upgrading of the shandong natural disaster risk management system,and implementation for the"fragility"problem"targeted"governance,so as to enhance the system"art",reduce the risk of"vulnerability",to promote rural disaster prevention disaster reduction and relief work from"emergency management"to"risk management"in all directions,realize the modernization of natural disaster risk management system and management ability.
