构建乡村卫生一体化管理的长效机制--以德州市雷集镇为例

摘　　要：为了推进城乡医疗卫生事业的发展,形成以城带乡、以乡带村的新格局,增强村卫生室的管理水平,推进新型农村合作医疗制度建设,提高农村医疗卫生水平,我省提出了乡村医疗卫生一体化管理,即在县级人民政府主管部门统一领导下,乡镇卫生院对农村卫生室实行统一管理,管理内容包括村卫生室的机构设置、人员、业务、药品、财务及其工作任务等。村卫生室承担辖区内公共卫生、预防保健、计划免疫、基本医疗服务等职责。本文以山东省德州市夏津县雷集镇农村卫生室为例,通过实地调研及访谈,对雷集镇村卫生室基本设施、人员构成、开展工作情况及服务质量情况进行剖析,发现和探索雷集镇农村卫生室存在的问题及解决的方法。In order to promote the development of Medical and health services in urban and rural areas and form a new pattern of cities supporting rural areas,the integrated management of village health was put forward in Shandong Province.Township health centers unified the management of rural health centers with the leadership of the competent departments of the people’s governments at the county level.The contents of management include the establishment of village clinics,personnel,business,medicine,finance and their tasks.Village clinics are responsible for public health,preventive health care,planned immunization and basic medical services within their jurisdiction.Taking Leiji Town,Xiajin County,Dezhou City,Shandong Province as an example,through field research and interviews,this paper analyzed the basic facilities,personnel composition,working conditions and service quality of village clinics,and found the existing problems and solutions.
