土地细碎背景下连片种植对农户获取地块规模经济的影响--以农机作业服务费为例

摘　　要：基于土地细碎化现象的长期性特质和土地经营权流转交易成本过高的现实背景,本文利用11省1 143户农户的样本数据,使用Heckman样本选择模型分析了地块连片种植对单位农机服务费用的影响,希望通过研究探讨在土地细碎和不流转土地经营权的条件下地块规模经济的可能实现途径。研究发现:(1)地块连片种植对块均农机服务费具有抑制作用,还能在很大程度上抵消土地细碎对块均农机服务费用的不利影响,促进土地细碎条件下地块规模经济的实现。通机耕道地块数和趋同种植地块数每增加一块,块均农机服务费分别降低41.68元和30.33元。(2)块均面积与块均农机服务费之间呈"倒U型"关系,地块规模经济还受到机械作业单元规模的限制。结论表明应通过鼓励地块相邻农户共同生产等连片种植的政策取向促进农机服务规模经济的发展和地块的规模化经营,提高农户获取地块规模经济的可得性。Based on the long-term characteristics of land fragmentation and the realistic background of high transaction cost of land management right transfer, this paper uses the sample data of 1 143 households in 11 provinces and uses Heckman sample selection model to analyze the impact of continuous planting on the unit agricultural machinery service cost, hoping to explore the scale economy of the plot under the condition of land fragmentation and no transfer of land management right Possible approaches. The results are as follows:(1) the continuous planting of plots can restrain the service charge of agricultural machinery, offset the adverse effect of land fragmentation on the service charge of agricultural machinery to a large extent, and promote the realization of scale economy of plots under the condition of land fragmentation. The average service fee of agricultural machinery decreased by 41.68 yuan and 30.33 yuan respectively for each increase in the number of plots in machine road and the number of plots in the same planting.(2) There is an inverted U-shaped relationship between the average block area and the average block agricultural machinery service fee, and the scale economy of the block is also limited by the scale of the mechanical operation unit. The conclusion shows that we should encourage the neighboring farmers to produce together and promote the development of the scale economy of agricultural machinery service and the scale management of the plot, so as to improve the availability of farmers to obtain the scale economy of the plot.
