新形势下农机质量投诉监督工作的思考

摘　　要：农业机械化质量和农机装备转型升级对农机质量投诉监督工作提出新的挑战和要求。聚焦农机投诉监督工作,分析目前全国面临的形势,立足机构改革背景及地区之间投诉监督工作开展不平衡、对农机投诉维权政策宣传不足、工作规范化水平不高、投诉监督员能力素养不足等实际,回答认识上"怎么看"、实践中"怎么干"的问题。农机质量投诉监督工作是农业机械化工作的重要组成部分,是农业机械化事业健康发展PDCA循环的重要一环,提出了健全机制,加强研究,扩大宣传,配给制度等10条对策建议,以促进投诉监督服务工作更好地发挥独特的支撑保障作用,助力新时期农业机械化事业健康顺利发展。The quality of agricultural mechanization and the transformation and upgrading of agricultural machinery equipment put forward new challenges and requirements for the supervision of agricultural machinery quality complaints. It was focused on the supervision of agricultural machinery complaints and analyzed the current situation in the country. Based on the background of the restructuring of government administration and the reality of the unbalanced development of complaints supervision among regions, the insufficient publicity of the rights protection of agricultural machinery complaints, the low level of work standardization, and the inadequate capability and quality of complaint supervisors, the questions of "how to look" in concept and "how to do" in practice was answered. The supervision of agricultural machinery quality complaints is an important part of agricultural mechanization, and it is an important part of the PDCA cycle of the healthy development of agricultural mechanization. It was put forward 10 countermeasures and suggestions that sounded mechanism, strengthened research, expanded publicity, rationed system and et al. It promotes the complaint supervision service to better play the unique role of monitoring, and helps the healthy and smooth development of agricultural mechanization in the new situation.
